The Pension Benefit Guaranty Corporation (PBGC) has announced that it is launching a new guidance document database. The guidance documents currently in effect will be accessible through the new database.
The PBGC took this step in accordance with Executive Order (EO) 13891, “Promoting the Rule of Law Through Improved Agency Guidance Documents,” which President Trump issued on Oct. 9, 2019.

This EO is based on the premises that (1) the public should only be subject to binding rules imposed under enacted law or through lawfully promulgated regulations and (2) that Americans should have fair notice of any such obligations.
The EO requires each agency to establish on its website a single, searchable, indexed database that contains, or links to, all of the agency’s guidance documents and which also provides certain information about them.
The new database is at http://www.pbgc.gov/guidance.
