A Look at PPP Registration Filings

The Department of Labor (DOL) issued registration requirements for pooled plan providers (PPPs) late in 2020. So how many registration filings have there been? 

The DOL issued a final rule on Nov. 12, 2020 that established registration requirements for PPPs. PPPs have been able to operate pooled employer plans since Jan. 1, 2021, but must register with the DOL and the IRS before they can. 

The final rule states that PPPs must register at least 30 days before beginning operations by electronically submitting a new EBSA Form PR; however, the DOL made an exception for the period Nov. 25, 2020-Jan. 31, 2021. 

So—how many PPP registration filings have their been? As of Aug. 6, there were 118 PPP registration filings, according to the Department of Labor. They are found in 27 states, as follows:

Illinois: 6
Iowa: 2
Kansas: 1
Maryland: 1
Massachusetts: 3
Michigan: 1
Minnesota: 6

New Jersey: 4
New York: 9
Ohio: 1
Pennsylvania: 6
South Dakota: 2
Tennessee: 1
Texas: 8
Utah: 4
Virginia: 1
Washington: 1

There are no PPPs registered in the following states: Alabama, Alaska, Delaware, Hawaii, Idaho, Indiana, Kentucky, Louisiana, Maine, Missouri, Montana, New Hampshire, New Mexico, North Carolina, North Dakota, Oklahoma, Oregon, Rhode Island, South Carolina, Vermont, Wisconsin, West Virginia and Wyoming.

Note: these filing tallies represent combined totals of initial registration filings, amended filings, supplemental reportable event filings, and final registration filings in each state.
