What's the Topic?

On August, 31, 2007, the Treasury and IRS issued proposed regulations with respect to the use of credit balances and the application of benefit restrictions for underfunded defined benefit plans. The proposed regulations reflect changes made by the Pension Protection Act of 2006 and are generally effective for 2008 plans years. We are pleased that Marty Pippins, Manager, EP Technical Guidance & Quality, IRS, will be a part of our panel.

Join Marty Pippins, Manager of EP Technical Guidance & Quality, IRS, and Tom Finnegan, MSPA, CPC, QPA, The Savitz Organization, Inc., in a panel discussion of the application of the rules relating to:

  • Establishment and maintenance of Prefunding and Carryover Balances;
  • Ability to use balances to offset the Minimum Required Contribution;
  • Transaction Rules;
  • Determination of the funding percentages;
  • "Burning" the credit balance;
  • Application of Benefit Restrictions;
  • Actuarial certifications;
  • Presumption Rules; and
  • Many, many more items...
