On March 23, 1999, ASPPA President Carol Sears, FSPA, CPC, testified before the Oversight Subcommittee of the House Committee on Ways & Means on the beneficial aspects of the Portman-Cardin legislation, H.R. 1102, including the proposed changes to the top-heavy rules and the increases in retirement plan limits.
