Description: 
On July 21, 2016, the Department of Labor, the Internal Revenue Service, and the Pension Benefit Guaranty Corporation proposed significant revisions to the Form 5500 and related schedules. These changes are intended to modernize the financial reports, improve the transparency and “mineability” of the information provided, as well as enhance compliance with ERISA and the Internal Revenue Code. Although the changes are only proposed at this point, they will significantly affect the processes under which the information is collected and remitted to the government. The webcast will be presented by representatives from all three agencies who will review the revisions, the underlying policy goals, and the timeline for implementation.

About the Speakers:

Marianne Gibbs is the ERISA Filing Acceptance System (EFAST) Program Manager for the Employee Benefits Security Administration in the Department of Labor. Prior to joining the Department in 2007, Ms. Gibbs was a senior systems analyst at Mathematica Policy Research Inc. where she helped oversee EFAST development and operations since 1999. Ms. Gibbs began her career as a quality specialist at Malcolm Pirnie Inc. in 1992.

Elizabeth A. Goodman is a Senior Employee Benefits Law Specialist with the Office of Regulations and Interpretations, in EBSA. Prior to joining the Department of Labor, she was an associate in the Washington, D.C. office of Drinker Biddle & Reath. Elizabeth served as a judicial clerk to the Honorable Richard A. Levie, Superior Court for the District of Columbia.

Grace Kraemer is an attorney in the Legislative and Regulatory Department of the PBGC and is the agency’s lead on the 5500 project. She has been an employee benefits professional for nearly 30 years.  In her career she has prepared and filed Form 5500s for corporate pension and group health plans, has worked in the Office of Policy and Research (now EBSA) at DOL, and was an attorney in private law practice represented clients before DOL, PBGC, and the IRS on a variety of matters including Form 5500 matters.

Yaguo Zhang is a Senior Tax Law Specialist in the IRS, Employee Plans.  He joined Employee Plans in 2002 and worked in EP Technical Guidance and Quality Assurance, and now works in EP Technical.  Yaguo has been involved in the development and publication of a number of regulations and other guidance. He is a member of three-agency Form Committee and a project leader of the IRS Form 5500 Project team. Yaguo is actively involved in the development of the Form 5500 series, including Form 5500 and its Schedules, Form 5500-SF, Form 5500-EZ), and Form 8955-SSA.

About the Moderator:

Craig P. Hoffman, Esq., APM, is General Counsel and Director of Regulatory Affairs for the American Retirement Association. He has previously served ASPPA as President, Co-chair of the Government Affairs Committee and Co-chair of the Political Action Committee. Prior to joining ARA, Craig served as General Counsel for SunGard Relius LLC., and before that, was in private practice, specializing in the areas of taxation, ERISA, and employee benefits.
