Description: 
The Davis-Bacon Act requires that contractors on federally funded construction projects pay a minimum "prevailing wage" similar to wages and benefits paid by union contractors. Many states have similar laws. The prevailing wage consists of wages and fringe benefits. Employers can save as much as 30 percent on payroll taxes (FICA, Medicare, FUTA), worker's compensation premiums, and general liability insurance premiums for each dollar paid as a contribution to a retirement plan rather than paid directly as taxable wages.

As an over 30-year ASPPA member, Larry has held many leadership positions in ASPPA and was named ASPPA's Educator of the Year in 2004.
